Public Consultation
Napier City, Hastings District & Hawke’s Bay Regional Councils jointly gave notice that the Draft Heretaunga Plains Urban Development Strategy is notified for the purposes of public consultation, and submissions have been received.
The submission period was from 1 April to 14 May 2010.
Introduction
The Napier City, Hastings District & Hawke’s Bay Regional Councils have been working with stakeholders, Maori and the public to plan for our future urban development needs. The Heretaunga Plains Urban Development Strategy is about making a strong and sustainable future for people and the environment by planning for urban growth from 2015 to 2045. The Strategy will become a guiding document and be actioned through District Plans, the Regional Policy Statement and Long Term Council Community Plans.
Three options have been considered through an earlier consultation process with the compact settlement proposal being the preferred option.
The Proposal
The Council would like your views on the Draft Strategy and the compact settlement approach proposed.
We encourage you to submit your views on the draft strategy now:
- What do you think about the Strategy and the compact settlement proposal?
- Does it align with how you would like to see the region and your community develop by 2045?
- What would you do differently?

A copy of the Statement of Proposal (the full draft strategy – 171 pages), strategy outline document (a condensed overview of the full draft strategy document), summary of information, submission form and supporting background reports can be viewed at:

In April, a summary of the draft strategy will be:
- Published in the Hawke’s Bay Regional Council Big Picture newspaper, and issued to all households within the region.
- Included as part of the Napier City Council “Proudly Napier” Annual Plan publication and the Hastings District Council Annual Plan mailer and distributed to households.

Making a Submission
Submissions can be made in writing using the submission form, or on-line via this website. Submission forms are available at partner Council receptions, libraries and can also be downloaded from this website.
After the close of submissions on 14 May 2010, a formal round of hearings is scheduled for 14-21 June 2010, with submissions being heard by the Heretaunga Plains Urban Development Strategy Joint Committee. Any submitter will have the right to attend and speak at the hearings.
